Congressional bonuses in a time of cuts

Capitol Hill (CNN) – A CNN analysis of thousands of pages of Congressional expense reports shows that in the months leading up to the fiscal cliff (and potential, sharp budget cuts), nearly a quarter of the lawmakers in the House of Representatives gave their own office staff bonuses.

Click here to see the list of how much each member of Congress spent and which lawmakers gave their staff what appear to be bonuses.

That money is itemized as “Other Compensation” in the more than 2000-page report.

Only a handful of members of Congress gave us statements defending the bonuses last quarter.

Rep. Mike Thompson, D-CA, wrote, “have a hard working, dedicated team… and I want to pay a salary that reflects their service.”

He said he only gives bonuses if there is “money left over” at the end of the year.

Rep. Mario Diaz-Balart, R-FL, responded, "We have not had raises or bonuses in several years. The small compensation reflects an increased workload each person had to take on after our staff was downsized because of budgetary cuts."

Similarly, Rep. Dennis Ross, R-FL insisted that the bonuses allowed him to save money. “I believe performance-based pay is an important incentive in the workplace… Also, in the past year we’ve reduced our staff… The bonuses are to reward those remaining for taking on additional duties,” he said.

We went outside Congress to sort out whether the bonuses could be appropriate or not, whether it is something a business might do.

[2:33] “I’m not a big fan of anyone getting bonuses, when things aren’t going well…if we can’t balance a budget, we can’t even pass a budget, I don’t believe in people getting bonuses until things are right,” says Buck Hartzell, head of Investor Learning at Motley Fool.

At the Motley Fool, an investing and media company in Alexandria, Virginia, bonuses are part of the culture. Each employee can get several different bonuses depending on how they, their work group and the entire staff perform.

But Hartzell points out, that is only in successful times. At one point during the recession, there were no bonuses.

      As I recall, the House was bragging that they were cutting the salaries of their staffs because of the fiscal cliff and sequestration. Just another BS lie

    Everyone that I know WORKS HARD, and don't get bonuses. Just throwing more of the tax payers money away. And while I am at it, how about a cut in pay. We all know they are over paid to begin with. Another burr under the saddle is that when the politicians in Washington are no longer in power, they get to continue to collect a salary. Don't know any business that runs like that in the real world. I'm just saying.

    Wow… these people have a ton of nerve … but I guess that is why they are closing in on single digit approval ratings. These people have no clue what so ever, most of us working Jo’s have not have had a raise of a bonus in many many years.

    I wonder if we should outsource or import labor to fill these positions in the Senate and the House.. maybe that would light a fire under these deadbeats

      Comes from taxpayers. Congress gives them an appropriation on an annual basis. At least that's how it's done in regular governmental agencies.

      I don't know John, but if they cut the pay of every Federal Employee by 22 days / 20%, maybe that is where its coming from?

      I haven't had a raise in years, my pay has been frozen, positions have been frozen so now we have to do MORE.

      Our reward: HIGHER healthcare premiums, MORE work, and now, 22 days LESS pay.

      AND....the govt is saying they want to reignite the economy? By the time this Sequester is over, MANY of us might be living on the streets, thanks to our government!

      I CHALLENGE them to live on my salary, minus the 22 days and lets see how they do.

      They are making 6 figure incomes, so what do they care?

      IMPEACH or VOTE THEM ALL OUT and put in people who are NOT afraid to work & will work together to get the job done instead of complaining like grade school children!

      I don't know about anyone else, but if I don't do my job, I can get fired!

      A budget hasn't been passed in several years. They are clearly NOT doing the job they were hired to do and they only meet what.....a couple of days a year? What's up with that?

      What happened to working every single day? No wonder they can't get anything done!

      What we need is people that are willing to put their differences aside for the good OF THE PEOPLE & THIS NATION and DO THEIR JOB!

    The biggest joke of the day is that some people actually believe that politicians elected to office are there to represent them (the voter/American citizen); the truth of the matter is that all politicians represent only themselves, are in office to gain all that they can for themselves at the expense of the taxpayer. Actions, such as this, only go to demonstrate the corruption/self serving policies/greed/contempt for American workers/taxpayers of those who take an oath to serve the American people. What a joke.

      I'm sure they passed a bill stating their interns would not get a pay raise unless the CONGRESS gets their pay raise. I was in the military for 20-years, and my last 4-years, the largest pay increase I saw was 1.3%. I didn't bitch, much, cause I knew I was lucky to get that. This administration is having the time of their lives right now. Washington D.C. is like Reno, Vegas, and Atlantic City rolled into 1. That's why both sides are getting along so well and why they've stopped having tours of the WH. They've set up poker tables everywhere in there and they are using the "budget cut" money to play Texas Hold'em

      Hi Silence, This is Lisa who put the story together. You're right that bonuses in general are often at the end of the year. Here the question is are bonuses appropriate when you are facing budget cuts, all the more if they are budget cuts that you created?

        Lisa, It would help to paint a fuller picture. Each member of the house is given a budget to manage there staff. If they had the money in the budget then why not reward hard workers? The question should be are the budgets given for staffers too much. A better story might be how many members of congress return a portion of there budget to the treasury? I would like to know how many people don't squander whats left in there budget at the end of the year so they can claim they need more next year. (like our educational system.)

          I don't know about Congressional staff budgets but if it's like the rest of the Federal Government, if you don't use it (spend it) you lose it, ie. your next years budget is reduced. There is no incentive to save money in government. It's also very difficult to move money around say from one program that's over funded to another that's under-funded. The system is broke and it starts at the top where these yahoos are.

        It's not adding to any expenses though. They already have that amount budgeted for the year, and they had some left over. If you want to complain that they have too big of a budget in the first place, that's one thing. But portraying the story as if they're getting "more" money then before, is misrepresenting the fact, isn't it? In fact, accounting for a static budget, this surplus in their budget to give bonuses would mean that they actually cut their spending over the year, in order to have these bonuses. If their budget was indeed increased, that would be something to talk about. This, however, is not.

        Exactly! Budget cuts they created, and budget cuts causing thousands to take a 20% pay cut. And while some Congress members justify the bonuses because they have fewer staff to do more work, do they think about how budget cuts have similarly impacted federal workers? No! Rather, they continue attempting to cut federal employees pay, benefits, positions, as if doing so would miraculously balance the budget. (It won't.) I vote for giving Congress a hiring freeze on staff, a pay freeze, increased costs for their cadillac healthcare and pensions, and a permanent furlough.
        Moreover, if bonuses are to reward "a job well done,' the politicians and their staff have failed, and they don't deserve a bonus.

        Hi Lisa. This time around, the bonuses were not appropriate nor do they come from responsible decision to award them. All the while, members of Congress knew full well that if a responsible bipartisan budget is not reached, an $85 billion across the board spending cut would occur resulting in many other Gov't employees enduring a 20% pay cut through furlough. As a result of the sequester these pay cuts will likely be used to cover these bonuses (already awarded during this fiscal year) as well as previous bonuses and other irresponsible Washington spending.

        In this case, the rewards of a few outweigh the needs and earnings of many. I’m not at all blaming the Congressional staffers. They too are Gov’t employees and I’m sure they do work hard. However, is it fare to reward a few by providing these bonuses at a time of debate over irresponsible fiscal spending, then in turn punish many other Gov’t employees with pay cuts [furloughs] due to across the board spending cuts? Not so much. Something to remember is money that was budgeted, does not all have to be spent. Thought it is budgeted, it's not spent until the check is cashed.

        With a pay freeze, it means that the amount budgeted to them is static. However, if they cut spending around the office, then they would have enough at the end of the year to give out bonuses. It doesn't mean that they "received" any more money, it means they spent less throughout the year, then got it back as a bonus.

      They aren't "holiday" bonuses. Fiscal year ends on 9/30. Shortly thereafter, government employees are given a performance appraisal. They are rated in several categories based on their job description and what is expected of them. Ones that score high are entitled to performance bonuses from 3-5% of their annual salary. However, I know in some agencies, even performance awards are now FROZEN.

    I think bonuses should be based on hard-to-reach, objective goals. I disagree with the argument that until we have a balanced budget, no staffers should receive a bonus. Some of them might work their butts off and deserve it and it's not a staffer's fault that all the Presidents in my lifetime have grossly overspent. Now, Congress giving itself bonuses or raises, that's something that would tick me off.

    Take the damn bonuses back, are they just stupid or just plain dumb. You SOB in the WH have caused so much havoc and yet you still feel that you (staff) deserve a bonus – how dare you. Your staff may deserve the bonus, but because of how the WH has handled or not handled their jobs they should suffer as the result of their superiors (only by position, not by intelligence).

    Does anyone with the Congress actually get these comments. I think they should be at least rread to them and they might think about pay raises and bonuses but then again probably not. They have been elected and the worst that can happen now iis that they will not be re-elected but in the meantime they are getting as much as they can without regard for the prevailing opinion of most of America. I am so disgusted wth all politicians....

And as for John McCain, his partner Lindsey Graham, Ted Cruz, and Rand Paul....they are wasting how much in tax dollars to grandstand for months..about nothing.     My fiance has been serving this country for over 20 years active duty and now a 1st Sergeant in the Army Reserves. As a civilian, he is a government employee who will get to endure 22 days of furlough. This works wonderfully for a family of 4 living paycheck to paycheck. Thank God he's been having to go on orders almost every weekend lately for his military duties because that is our only hope for supplementing our income. If he had the time, he would go back to school to get his masters and get this, it would cost the government even MORE money because not only does the reserves pay for his tuition, he would recieve post GI Bill money every month! It would pay DOUBLE of what his loss is in this dang furlough. We both work full time and have other outside income coming in to support the middle class lifestyle. Why can't government/congress work and live off of what we make? They make more yearly than the 2 of us do combined! Now they want to cut OUR pay?? Just makes me sick. I feel the same way about CEOs.

    It's status quo for Washington. Democrat or Republican...they're in it for themselves. Most of the people in congress are nothing but career politicians. Gone are the days when a working man could achieve being voted into office. Not one of these people have any idea what it's like to make $50K a year, pay taxes, medical care, mortgage etc. They have come from money, make money, spend money (OURS) like it's water and think they're entitled to feel that way. Term limits would be a start. Everyone gets ousted when a new president comes in. If those who are ousted are voted back in, fine but only for another 4 years. 8 years max. Let them go find another job so they can WORK and pay into social security etc.

    White House priorities re: sequester, tours, furloughs, etc:

    White House calligraphers x 3: $277,000 a year.
    EPA: $141,000 to fund a Chinese study on swine manure.
    National Science Foundation: Used part of a $325,000 outlay to build a robotic squirrel.
    $3,700 grant to build a miniature street in West Virginia out of Legos.
    $500,000 to support specialty shampoo products for cats and dogs.
    $10,000 to a group in San Diego for trolley dancing.
    $340 million on 894 conferences that each cost more than $100,000.
    $27 million on a project that helped fund pottery classes in Morocco.

    Facts are coming out. Obama has clearly ordered his agencies to make us suffer so he doesn't have to back away from his rhetoric. Smart Americans aren't buying it.

      So, 435 Congressmen/women have $1.3M budgets for their staff? Ummmm, what kind of staffing does Congress need that costs $500M per year? Half of a Billion dollars for staff? And we are wondering what is wrong with the deficit? Wow, we need smarter people that can do basic math, we better outsource that to India, because their are no kids coming out of our school systems that can handle this.

    While I agree the government needs to cut the waste, I don't have a problem with a representative giving raises to staff who have helped him. We don't hear about all the work these people do, just the political issues our representatives deal with. Why blame the messenger who did the research into the governments waste.

    All elected officials should be made to wear a sign that reads "Bought and Paid for- brought to you by_________' with the listing of their biggest donors and Super-PAC's. They do not work for the people but for the special interest groups that buy their votes.

    I was a federal drone for a number of years. The way management got around some of the rules of promotion and salary increases was by creating a special fund for bonuses. Can't remember what it was called... something about incentive and retention I suppose. So if you and the boss got along you would get a hefty bonus. In my area the bonuses went to men almost exclusively. The bonuses were kept very quiet and I only happened to come across the information accidently. I don't believe this is a practice exclusive to the government. It likely occurs in all forms of business.

These people may do their work, but "getting along with the boss" is not a basis for a bonus. I am outraged. Just another instance of congressional abuse and plundering of the taxpayers.

        It may surprise you but it's NOT limited to Government either. It's the same in the Corporate world too. People get bonuses and promotions not based on skill but based on how far they shove their noses where the sun don't shine.
        Either way, you are paying for it.. thru taxes or the cost of goods and services.

EVERYTHING IS PROJECTED...NOTHING WAS WORK WITHIN A RESTRAINT/AN ACTUAL BUDGET...If they showed they spent more than the budget, that meant more dollars coming down the chute for the next Projected Budget... the thing is, they don't care WHAT THINGS THEY DO TO SHOW A LOSS! Honestly, they will find a way to write off anything. Whenever I asked "How can we do this?" It was explained this way, "Well, (pause)--–, it's (pause) it's complicated!" It was madening!     Ok, staffers of some members of Congress received end of the year bonuses while Gov’t employees (maybe not congressional staffers) get 22 days of furlough? Maybe if certain members of congress had put their [end of the year] surplus back into the pot rather than giving bonuses [because their staff works hard]. The rest of the "Hard Working" Gov’t employees would not have to help pay the governments debts by being furloughed. I would imagine the rest of the Gov’t employees as well of the rest of the American people have mortgages/ rent, living expenses and mouths to feed as well. This is not a bipartisan Congress that speaks for the people. It appears to be a "By Myself" partisan Congress that looks out for themselves and their own personal/ political agendas. Members of Congress were elected by the people to be the voice of the people. Oh by the way, each member of Congress’ personal compensation to include benefits (i.e. free transportation, THE BEST health care plans, tax breaks, etc) is roughly $700,000 per year. How about cutting that in half and give back the remaining $300,000 to the national budget? That would be roughly $175,000,000 back into the pot. Granted, that is not $85 billion, but it is definitely a start. Pay cuts for Congress? Apparently back in February, Nancy Pelosi reportedly came out firmly opposed to cutting lawmakers’ pay because it would be beneath the dignity of members of Congress. I guess Gov’t employees‘dignity as well as the dignity of the American people is of little concern. Totally unacceptable. The sequester allowed to occur by both Houses of Congress [not just by the President] is like fish… After about 3 days, it stinks and it is time to throw it out!

    Didn't the President issue an order that stated no pay increases for Federal workers? Not all federal workers gets bonus because of the budget of their agency. Someone should look in to how much these congressionals have given themselves raises over the last 10 years without any tax payer knowing about it. This is how it should work, we the people, tax payers their bosses, should VOTE on whether they get raises and their staff should be held to the same rules as all federal works. Also, the congressional retirement should be like every federal worker and other workersin this country. They should get SS and what they put in to a retirement plan. They don't earn the money they get now.

    I work in state goverment in I.T. Our tech staff was cut 4 years ago from 31 people to 5. We maintain a full working enterprise enviorment that supports 20k plus users. Our desk support team whcih is 2 people split 15k Desktops.
    As the manager i am also the Exchange admin ( 2010) upping soon to 2013 as well as the Sharepoint Manager etc.. etc... We have never recieved bonuses, we have never recieved fair wage increases.

    Some of our pay comes from federal dollars which has been cut in past years which is why we have not receieved pay increases. Yet those same federal dollars go to these Idiots on the hill.

    Congress has attempted to justify freezing the pay of government employees for the last 2 plus years and want to extend the pay freeze for an unknown number of years. The work load forgovernment employees has increased as may be determined by the backlog of work in agencies. Congress can justify bonuses and pay for there staff by indicating increased work loads and loyalty. It appears they do not feel line employees have increased work loads or are loyal.

        Gov't employees take a 20% pay cut via the furlough. DOD takes a $500B hit from sequester (by the way DOD is only 20% of the discretionary funds, but again they are shouldering way more). Is there waste in Gov't well yeah... All the branches (Executive, Legislative, yes even judiciary). We the People are the morons though.... We keep voting these self serving people into office. Why do we vote them in? Some are strict party line voters, some vote using their brains, some vote for the better looking candidate or along racial lines. In the end it's still us the voters that are gluttons for punishment because we apparently don't learn from our mistakes. Some of the previous posters mentioned "Recall" does anyone seriously think those folks sitting in their cushhy chairs, who will be getting paid missilions when all said and done will support kicking themselves out of office. From the King to all his Dukes and Barons unless everyone votes out every single current member of the Gov't branches (Executive & Legislative at least) it's the taxpayers who will continue to suffer. I dare our Congress, Senate and Administration to actually work for the people who voted for them... Doubt it will happen, it's sad really as the United States used to be the one country that everyone wanted to be like, now we are becoming the butt of jokes around the world because of our politicians. I'm scared for my kids and grand children as they will have to live through some terrible times because the politicians won't do their jobs which is to be the voice for the people who voted them in.     People elected to federal office believe they are doing an excellent job. While we might view their job is to work out meaningful compromises to problem issues, they view their job as getting elected. People get elected based on problem issues which are not things to be resolved but to be maintained, nurtured and grown. This is exactly what they do and as it gets them elected, as far as they are concerned they have done an excellent job and deserve a bonus.

      Washington is out of touch with reality. They are in their own bubble–both parties. One congress member refers to "money left over" as if money from a bloated, exceessive budget is left over. True money left over would be when you take income less expenses and the result is a positive number. Whether you believe the deficit should be reduced through a true reduction in spending or through increased revenues, it does not matter, but there should be no bonuses, either in the private or public sector if there is not a "profit" to draw from. I tend to think government should not give bonuses at all because it is very easily abused.

    How do you all justify your own salary increases, bonuses, lack of incentive to reduce them?

    This is like Wall Street executives trying to justify their enormous salaries and bonuses. At least they're mostly making money.

    The other problem is we the people just sit around b-atchin' about it. Unfortunately we see that real change usually comes about when the people revolt. How much more can we take?

    Our own political representitives, even though we vote to put them in office ,do not represent the common American anymore. Once in office they do about faces on their campain promises that got them in to office in the first place. They all seem to too worried about their own political and lobbyests agenta and not that of the American citizen that put them there. We have elected officials telling us that some banks are too big to prosicute taht only empowers them further, Allow wall street to dictate to the President and our officials in our Capital and control the economy.
    We the American public now have Elected officials that go home early and leave some pretty sereous issues to fix themselves from both parties, give Billions of dollars to foreign countries that we supposedly don't have and now give out bonuses while they cut needy programs for the general American Public.
    When are the lies going to stop!!!! When is our Congress, Our Senators and our President going to grow some kahunas, stop acting like pre-schoolers and get something done for the American People for a change?????

    Al Capone thought he was an un-touchable but found out differently! Senators and Congress men that fool around with other women are chased out of office and their livesdrug through the mud, So why do they escape the same scruteny and suffer the same consequences??? Can't we FIRE! politicians for financial bungleing, strip them of their benifits they voted to themselves and send them packing as if they just screwed a page in the Nations Capital?
    In Business, if a CEO allows financial distress or disaster, they are DONE! Our Politicians need to be ACCOUNTABLE and they are not, They need to be Prosecuted and they are not and they need to be INDITED and JAILED just like any average "Jo American" would be.

This kind of budgeting is what drives our spending. If they can all hand each other money they get more to hand out next year. Why is there an exemption for congress they are the ones that send us to war? Because the laws they pass don't pertain to them and that is something we need to resolve as an nation.

    Unfortunately, this has become corporate culture, and is accepted by nearly everyone. Cases in point, airlines, auto industries, banking institutions, etc. ALL have CEO's and staffs that were (are) at the helm when their company posts HUGE losses, yet they get multi-million dollar bonuses. How in the heck does that make sense? How much would you have to pay an executive that ran a business and posted a profit??

    “The small compensation reflects an increased workload each person had to take on after our staff was downsized because of budgetary cuts. Does this apply to teachers who have take on an increased work load and more students due to budget cuts? 42 years in education and I never saw any of the teaching staff get any kind of bonus–not even a box of candy in to share in the staff room at Christmas

        Its was "40 acres and a mule", not 10 acres nor in Kentucky. US General Sherman ordered it during his march to the sea in Georgia. It was never official Gov't reconstruction policy after the war, but part of Sherman's scorched earth plan against the Southern Confederates in Georgia.

    This sounds too familiar. Hey, actually I haven't heard anybody asking "where's Wallstreet?" when the government needs a little help cash-wise. The amount of cuts the Fed is making to programs is a drop in the bucket compared to what we bailed out the big banks for. What is it, like just one bank's single quarterly profit from one whole year? Even a bad year?

    The banks were so important, but apparently American Citizenry is considered not too big to fail. They gave away OUR money to those crooks, and now are taking OUR programs away from US that are funded with OUR OWN money (if you think it's black-and-white take from the rich and give to the poor think again). It's time for the help to flow upstream as well.

    Giving bonus' during this time is unacceptable. If you had money left over then it should have gone back into the government coffers to HELP with the DEBT! Just because you have it to spend doesn't mean that you have to spend it!
    Come on Senators, Congressmen/women get your heads out of your you know whats and start working towards what is best for this country of ours and not what your political party says you need to do. Mr. President, I am ashamed of you and your own spending ot the taxpayers expense. I don't begrudge vacation time, but you need to spend your own money for it, not ours.     I work hard. We've had to cut our engineering staff by over 50% in the last few years, which means I have to take up the slack. Surprise, we didn't get bonuses, because we are barely staying afloat. This is unacceptable. Very few other "career" paths allow you to take bonuses and raises while failing to do your job.
